The state of Connecticut Department of Education publishes a yearly report on the performance of public school students by district. What the report fails to consider is the relationship between costs and student achievement. Muska examines the Connecticut Mastery Test scores for grades four through eight and per-pupil costs for the 2002-03 school year by district. All results show that more funding does not necessarily mean higher student achievement.
