Climate Policy: What’s Best–Emission Reduction or Adaptation and Sequestration?

Rumor has it that the Bush administration is considering a new policy that will “change the whole nature of the discussion” regarding energy and climate policy. If such a change involves restricting greenhouse gas emissions, increasing energy prices, or limiting energy availability, the economic and political consequences could be tremendous. Increasing our focus on adapting to climate variability and ultimately removing carbon from the atmosphere in the future would prove to be better policy.
