A detailed examination of the influence of customs, duties, and taxes on developing countries’ drug prices and access to the anti-retroviral (ARVs) most commonly used to treat HIV/AIDS. In view of the pricing debates over essential medicines, it is questionable why such taxes exist in developing countries. If developing countries are serious about increasing access to ARV treatment, then lowering consumer prices of pharmaceuticals is one important way of doing this.
