Annual Privatization Report 2016: Local Government Privatization

This section of Reason Foundation’s Annual Privatization Report 2016 provides a comprehensive overview of the latest on privatization and public-private partnerships in local government. The report examines both specific issues such as water and wastewater, solid waste, and zoo and animal shelters and looking at the possibilities for Public-private partnerships within the field as well as specific privatization within the states.

Overall, these reports suggest that a slow fiscal recovery—albeit an uneven one—is indeed underway at the local level, but that fiscal headwinds remain for cities, particularly in areas like infrastructure, pensions and employee/retiree health care. This will place continued pressure on municipal policymakers to maintain a focus on fiscal restraint, reform financially unsustainable pension and employee benefit structures, and seek new ways to deliver more cost-effective services.
