A Regulatory Reform Agenda for the First 100 Days

The day that President Trump took office, his Administration inherited 1,985 regulations in the rulemaking pipeline—966 in the proposed stage, and 1,019 in the final stage. Like his predecessors, the President’s first actions included a regulatory freeze in the form of a memorandum to executive departments and agencies (with an overly broad exception for “emergency or other urgent circumstances relating to health, safety, financial, or national security matters, or otherwise”).
